From 1989 to 1997, Matsuoka Sensei served as the Chief Instructor of Tenshin Dojo in Los Angeles. At the end of 1997, he furthered his Aikido study by returning to Japan to teach and study directly under Shihan Seiseki Abe Sensei (10th Dan), one of the highest-ranking disciples of O-Sensei. Abe Sensei promoted Matsuoka Sensei to the rank of Go-Dan (5th degree black belt). In 2024, Matsuoka Sensei received his 7th Dan directly from Doshu, Moriteru Ueshiba. In recent years, expanding on the mission of building lasting friendships to promote Aikido, Matsuoka Sensei brought long-time students from Belgium, France, Spain, and Italy, along with his students in the United States, under the umbrella of the Aikido Doshinokai Association.
